Brown the ground meat. Drain. Sauté chopped onion and celery. Add large can V8 or tomato juice. Using the can, add water, about 1 large can. Add bag of frozen mixed vegetables. Flavor to taste - salt, pepper, herbs, sugar, red wine, etc. Simmer 1 hour.
Optional: 1 cup rice or 12 oz noodles. Add more water if the soup gets too thick.
